Missouri State Representative, District 16


Elected to serve the  people of Missouri in the House of Representatives, District 16, from 2012 to the present.  Committee service includes Ways & Means; Rules-Legislative Oversight; Insurance Policy; Joint Committee on Public Employee Retirement; Appropriations-Revenue, Transportation & Economic Development; Banking; Emerging Issues in Agriculture; and Tourism & Natural Resources.

Retired UMB Bank, Executive Vice-President.

Appointed to the U.S. Small Business Administration National Advisory Council by Presidents Carter, Reagan, Bush, and Clinton.

Served on the Mid-Continent Public Library Board; Missouri Cattlemen's Foundation Board; Shoal Creek Living History Board; Chairman Missouri Gaming Commission; and numerous Bank Boards.

Past recipient of the U.S. Small Business Administration Regional Financial Services Advocate of the year award.

2004 recipient of the Greater Kansas City UMC Business Alumni Chapter, Alumni of the Year award.

Graduate University of Missouri Columbia, with a Bachelor of Science degree in finance and real estate.

Military Service, United States Army.

A lifelong Missourian, residing in the Kansas City Northland area since 1970.

Noel and Peggy's family include two married sons and six grandchildren.  Noel and Peggy's church home is Pleasant Valley Baptist Church.
